Corruption

 
The United Nations Convention against Corruption ( UNCAC ) entered into force ( entry into force ) from the date of December 14, 2005 . Until now , a total of 140 countries have signed the Convention and 165 countries have ratified it .UNCAC provides a standardization in the prevention and eradication of corruption that includes five (5) main aspects , namely prevention , criminalization and law enforcement , international cooperation , asset returns ( asset recovery ) , as well as technical assistance and exchange of information .


Various meetings held within the framework of the UNCAC Implementation Review Group include ( IRG ) , Working Group on Prevention , Working Group on Asset Recovery , Working Group on International Cooperation and the Conference of the States Parties ( CoSP ) which is the highest summit in the UNCAC . To support the effective implementation of UNCAC , established a mechanism known as "review the implementation of " a review of UNCAC implementation by state parties using peering system .

 
Indonesia's positionAs a commitment to the prevention and eradication of corruption , Indonesia has ratified the UNCAC through Act No. 7 of 2006 on the Ratification of the UNCAC in 2003 dated 18 April 2006 .After ratifying the UNCAC , the Indonesian interests related international cooperation , among others, is to increase the capacity (capacity building ) , technical assistance , and cooperation in asset tracing and asset recovery and return to track results and perpetrators of corruption in Indonesia . Efforts are made through mutual legal assistance agreements and bilateral extradition treaty with targeted countries to facilitate the legal process .Indonesia continues to actively participate in any meeting of the UNCAC . In 2008 , Indonesia became the host of the second session of the Conference of Parties in Bali as well as being President of the Conference . At the fourth session of Conference of Parties in 2011 in Morocco , Indonesia became First Vice President representing Asia Group . On that occasion , Indonesia has helped the President Conference ( Morocco ) in leading the proceedings on several important events , namely the implementation of the UNCAC review , technical assistance , and return on assets .

 


Meanwhile , with regard to the implementation review mechanism , Indonesia has demonstrated its leadership (lead by example ) to put themselves into the country under review in the first year of implementation of the 2010-2011 period . On the occasion, Indonesia have been reviewed by experts from Britain and Uzbekistan regarding the implementation of UNCAC Chapter III Indonesia against the criminalization and law enforcement , and Chapter IV of the international cooperation .In the second year of implementation of this review , namely the period of 2011-2012 , Indonesia and Belarus elected to conduct the review process against Iran final report is expected to be completed in the second half of 2013 .Indonesia also expressed its interests in IRG meetings and Prevention and the Working Group on Asset Recovery held each year . In various meetings Asset Recovery Working Group , Indonesia is one country that consistently and proactively encourage the implementation of Chapter V of the UNCAC in a concrete asset returns without delay . This is in line with the national policy on the prevention and eradication of corruption that put asset recovery efforts of corruption to the country of origin ( country of origin) as one of the top priorities . Various meetings and international mechanisms mentioned above are expected to encourage prevention and eradication efforts at the national level . (Source : Directorate KIPS )
