BackgroundIncreased
problems associated with irregular migration , people smuggling and the
flow of trafficking in persons in the Asia - Pacific region , has been
pushing countries in the region to establish a mechanism of intra -
regional cross- country to tackle the problem . In
2002 and 2003 , Indonesia and Australia initiated the implementation of
Bali Regional Ministerial Meeting on People Smuggling , Trafficking in
Persons and Related Transnational Crime ( BRMC BRMC I and II ) . Both
meetings resulted in a Regional Consultative Process ( RCP ) , known as
the Bali Process on People Smuggling , Trafficking in Persons and
Related Transnational Crime ( Bali Process ) which Indonesia together
with Australia acting as Co - chairs .
As an RCP , the Bali Process has specificity than other RCPs is as a forum for dialogue and cooperation that unite countries of origin , transit and destination irregular migration . It is building a ' confidence ' countries in the region to constructively resolve the issue of irregular migration , including human trafficking , asylum seekers and refugees . Repatriation and resettlement is a solution that , among others, achieved in the context of the Bali Process .The Bali Process is aimed at promoting cooperation matters as follows :
Exchange of information on irregular migration in the region ;
Law enforcement cooperation ;
Cooperation related to border and visa systems to detect and prevent irregular movement of people ;
Increased public awareness about crimes related to irregular migration ;
National legislation to criminalize people smuggling and trafficking ;
Protection to victims of trafficking in persons , especially women and children ;
Handling the root causes of irregular migration ,
Assist member countries in managing asylum ( asylum management) , in accordance with the principles of the Refugee Convention Current membership consists of 45 Bali Process member countries and 2 international organizations ( IOM and UNHCR ) .Member countries namely Afghanistan , the United States , Australia , Bangladesh , Bhutan , Brunei , China , Fiji , the Philippines , Hong Kong , India , Indonesia , Iran , Iraq , Japan , Cambodia , Kiribati , South Korea , North Korea , Laos , Macau , Malaysia , Maldives , Mongolia , Myanmar , Nauru , Nepal , France , Pakistan , Palau , Papua New Guinea , the United Arab Emirates , New Zealand , Samoa , Singapore , Solomon Islands , Sri Lanka , Syria , Thailand , Timor Leste , Tonga , Turkey , Vanuatu , Vietnam, Jordan . In addition , there are 18 countries that fall into the category of other participating countries and 11 international organizations as observers .Meetings are conducted within the framework of the Bali Process Ministerial Meeting include , Senior Officials Meeting , the Steering Group Meeting , Ad Hoc Experts Group ( AHEG ) Meeting , workshops and side events .Until now has held five (5) times the ministerial meeting ( BRMC ) which has resulted in a variety of important agreements . At a meeting BRMCV IV in Bali in March 2011, agreed on the need for some form of closer cooperation is through a regional cooperation framework ( RCF ) that are inclusive but not binding As a follow up from the RCF , in September 2012 , established Regional Support Office ( RSO ) is located in Bangkok . RSO is open to all member countries of the Bali Process and serves to facilitate cooperation Bali Process as well as a more concrete institutional memory for all activities of the Bali Process .Indonesia's positionWith its strategic geographical location and a large total area , Indonesia is a transit country for human traffickers ( people smuggling ) and is generally categorized as a country of origin of victims of trafficking ( trafficking in persons) .For that Indonesia initiated , a Co - Chair and promote co-operation that brings the Bali Process countries of origin, transit and destination country as one solution for problems with irregular migration in the region . Through the cooperation of the Bali Process , expected the exchange of information on the pattern and the way in case of irregular migration in the region and increase the capacity of law enforcement agencies through participation in various workshops that were held in the Bali Process framework . As a commitment to collaboration Indonesia Bali Process , particularly in addressing the issue of trafficking in persons , in 2012 , Indonesia together with Australia to facilitate and co-chaired the Technical Experts ' Workshop on Trafficking in Persons and the Senior Officials Meeting ' Ad Hoc Group Meeting held in Bali on 28 May-1 June 2012. The meeting affirmed the commitment of the Bali Process member countries in dealing with human trafficking crime .In addition , Indonesia also has a host of the 10th anniversary year the Bali Process on November 2012 and the Ministerial Conference ( BRMC ) V , 1 April 2013 . At V BRMC meeting , it was agreed the need for a more concrete cooperation efforts are realized through cooperation between the Centre and the RSO in the provision of training for relevant officials to address the issue of trafficking in persons .
